Mandatory block missing
Finding SIVI-REQ-01 of the free validator
Why it matters
Every VB-PUO message has three mandatory blocks: commonFunctional (what the message is), commonTechnical (who sends it, when, with which ID) and party (the content). Without all three the receiver cannot process it.

- Field "commonTechnical" in the message. Path: (root).
- How to fix it
- Add the "commonTechnical" block at the top level of the message, as a list containing one object, as in the official sample messages.
